The city has leased its water and sanitary sewage systems to the Durant City Utilities Authority, a public trust. The trust has power to set water and sewer rates and otherwise to regulate the water and sewer systems. The motions and resolutions adopted by the trust replaced any ordinance which the city had relating to these matters.
