(A) Required new street lighting shall be installed by a franchised vendor, electric utility or the developer. The street lighting should be shown on preliminary and final plats. The primary objective for street lighting is for security and intersection identification.
(B) Street lighting shall be chronologically integrated with a development and shall be installed prior to acceptance of public infrastructure by the city.
(C) Should an easement be required to access power facilities, the easement should not be less than five feet.
(D) The location of the street light shall be as follows and shall serve as the minimum lighting schedule:
(1) One street light at each street or alley intersection.
(2) One street light at each end of each cul-de-sac or other permanently dead ended street.
(3) One street light at the approximate midpoint of curvilinear streets that prohibit visual contact between intersections.
(4) One street light located midway between intersections that are spaced over 600 feet or more apart.
(E) The developer may choose to install lighting in addition to the minimum schedule set forth herein. If lighting is installed in addition to that maintained by the franchised vendor or electric utility, the developer shall ensure that a legal entity such as a homeowners association or equivalent is established and that the entity is assigned the obligation of maintaining the additional lighting in perpetuity.
