(A) The city shall consider annexation of residential development, commercial development, and streets or roads that are designed, reviewed by the City Engineer, constructed to city standards with city inspection conducted during construction.
(B) The city may consider annexation of residential development, commercial development, or residential streets or roads that are not designed, reviewed by the City Engineer, or constructed to city standards with city inspection conducted during construction only if a Street Improvement District is established for the proposed area of annexation consistent with Title 11, O.S. 36-201 et seq.
(C) The city shall not extend water or wastewater services outside the city limits without the approval of City Council.
