No user shall increase the use of process water or, in any manner, attempt to dilute a discharge as a partial or complete substitute for adequate treatment to achieve compliance with the limitations contained in §§ 51.066 and 51.067 of this chapter, or contained in the national categorical pretreatment standards or any state requirements.
