The City Council shall provide for sanitation collection services within the City by use of City employees and vehicles, or it may grant licenses under the terms and conditions of § 50.13 of this chapter, or it may contract with one or more contractors for the provision of these services under the terms and conditions negotiated with the contractors, except that the provisions for insurance under § 50.13(E) of this chapter shall always apply.
