All orders for the payments of money out of funds of the City shall be signed by the Mayor of the City and countersigned by the City Clerk-Treasurer unless otherwise specified by ordinance. The orders shall specify the purpose for which they were drawn, the fund out of which they are payable, the name of the person in whose favor they are drawn and may be made payable to the order of the person or bearer.
