(A) Return upon non-issuance. Upon refusal to issue a permit, the Building Official shall direct the Clerk-Treasurer to return all deposits to the applicant.
(B) Return upon allowance for expenses. After the building has been moved and required work completed, the Building Official shall furnish the Council with a written statement of all expenses incurred and of all damage caused to or inflicted upon property belonging to the City by reason of the work. The Council shall authorize the Clerk-Treasurer to return to the applicant all deposits after deducting a sum sufficient to pay for all of the costs and expenses and for all damages done to property of the City.
