All permits granted under the provisions of this subchapter shall expire in 120 days after the permit is originally issued, unless extended in writing by an affirmative vote of a majority of the Council at a regular meeting. The Council shall not grant any extensions without good cause being first shown, and unless the extension was applied for prior to the expiration of the regular permit.
