Second or subsequent impoundment fees for allowing intact animals to run at large will be twice as much as the first offense impoundment fee for allowing intact animals to run at large. If the animal is not redeemed within seventy two (72) hours, exclusive of holidays and weekends, the animal shall become the property of the city and disposed of as described in section 4-208 of this part. The impoundment fee for second or subsequent offenses will be reduced by one-half (1/2) upon presentation of a written receipt from a veterinarian for prepayment of having the animal sterilized.
