First offense impoundment fees for allowing intact animals to run at large will be twice as much as the impoundment fees for allowing sterilized animals to run at large. The impoundment fee for allowing an intact animal to run at large will be reduced by one-half (1/2) upon presentation of a written receipt from a veterinarian for prepayment of having the animal sterilized.
