17-504: GARBAGE AND TRASH IN CONTAINERS, CANS:
   A.   All "garbage" as defined herein shall be placed in the containers provided, plastic bags or where permitted, garbage cans maintained for that purpose. Before placing the garbage in the containers provided, plastic bags or garbage cans, all liquid portions of the garbage shall be drained into the sanitary sewer. The lid or cover on the containers or on the garbage cans must be kept closed and fastened so that flies and other insects or animals may not have access to the contents therein, and shall be removed only while depositing additional garbage or trash or while the authority employees are removing and unloading the contents of the containers or the garbage cans for disposal.
   B.   All "trash" as defined herein shall be placed in the containers provided or garbage cans where permitted with the garbage but only to such extent as will permit the cover or lid of the container or can to be properly placed thereon. All trash in excess of that placed in the container or can with the garbage shall be placed in a separate container or bundle not exceeding fifty (50) pounds in weight and securely tied and fastened so that it may be safely carried without coming apart or spilling.
   C.   Containers or cans containing other than "garbage" and "trash" as defined herein, will not be collected until such prohibited materials have been removed by the person responsible for placing them in the container or can and the collector shall promptly report such person to the authority.
