Every person, firm or corporation using and occupying any building, house or structure within the city shall:
A. If residing in an area where containers are provided, use those containers so provided for their garbage or place their garbage in plastic bags securely tied. Contents of the plastic bag shall not exceed fifty (50) pounds in weight and the plastic bags shall be of sufficient thickness to permit lifting or handling without breakage or rupture of the bag; or
B. If residing in an area where containers are not provided by the authority, provide and maintain garbage containers constructed of substantial watertight material having a tight lid or cover and substantial handles on the side of such can. Such containers shall be of sufficient number and size and hold the garbage and trash which will ordinarily accumulate between the times when the garbage is collected. (Prior code § 9-3)
