It is unlawful for any person to turn the water on to any premises from the municipal water system except by permission of the authority. Water shall not be turned on until the plumbing has been installed and is in operation as provided by ordinance and until any and all deposits and charges have been paid. No person may connect with the water system until all fees and the application is filed and a permit is issued to the applicant. Any such connection shall meet the requirements by the city's plumbing code and other applicable requirements. (Prior code §§ 18-2, 18-3)
