Any person desiring to secure water from the authority shall make an application therefor to the authority on an application form to be provided. The applicant shall give such reasonable information as the authority may request. The applicant agrees, by making such application, that he will abide by all ordinances, rules, and regulations governing the water system. Any person making application for water service or posting a deposit with the authority shall be deemed to have applied also for garbage service and shall be considered a customer of the authority until such time as water service to such customer has been discontinued.
