It is unlawful for any person or railroad company to obstruct any street, alley, sidewalk or crossing within the city by leaving thereon any car, locomotive or rolling stock for a longer time than ten (10) minutes, or to stop or cause to be stopped any railway engine or car across any road, street, alley, highway or other passage so as to obstruct or interfere with free passage thereon for a longer time than ten (10) minutes.
