15-528: SPEED CONTEST PROHIBITED WITHOUT PERMIT:
   A.   No person shall engage in, aid or abet any motor vehicle speed contest or exhibition of speed on any street or highway unless a permit has been obtained from the chief of police. A permit may be issued only to nonprofit or tax exempt entities. A permit will not be issued until proof of insurance has been submitted documenting that sufficient liability, property and casualty insurance is in effect for the contest or exhibition in compliance with the Oklahoma governmental tort claims act. The permit may require other conditions as necessary such as arranging for proper barricades, signage, and personnel to ensure peace, safety and welfare considerations are sufficiently met.
   B.   No person shall for the purpose of facilitating or aiding or as an incident to any unlawful motor vehicle speed contest upon any street or highway, in any manner obstruct or place any barricade or obstruction upon any street or highway.
   C.   When three (3) or more persons assemble to witness or participate in an unlawful speed contest such assembly is unlawful assembly and any person who participates in such unlawful assembly is guilty of an offense. (Ord. 1566, 5-27-2003)
