15-519: LIMITATIONS ON BACKING 1 :
   A.   No vehicle shall be backed into an intersection or upon any street or highway, except for such distance as may be necessary to permit the vehicle to enter its proper driving lane without crossing the center of the street.
   B.   When backing, the driver shall yield the right of way to all vehicles and pedestrians and shall do so only while vision is not obstructed, at a reduced, careful speed, and after the driver has ascertained that such movement can be made without endangering or interfering with the flow of traffic.
