14-605: RIGHT OF ACCESS:
Nothing in this chapter shall be construed as denying reasonable access to a public street from an adjacent property unless such street is a limited access roadway. In such instance where the size, shape or topography of a tract of land makes compliance with the provisions of this chapter impractical or imposes an undue hardship, the owner or tenant thereof may appeal the strict application of this chapter to the public works director.
