14-113: LOADS ON VEHICLES, FALLING OBJECTS PROHIBITED:
   A.   No vehicle shall be driven or moved on any street, alley or other public way unless such vehicle is so constructed or loaded as to prevent any of its load from dropping, sifting, leaking, blowing or otherwise escaping therefrom.
   B.   No person shall operate on any street, alley or other public way any vehicle with any load unless the load and any covering thereon is securely fastened so as to prevent the covering or load from becoming loose, detached or in any manner a hazard to other users of the street, alley or other public way. Any vehicle loaded with trash, tree limbs, garbage, sand, cinders, dirt, rock, debris, or any other loose material susceptible to blowing or escaping by reason of wind or movement of the vehicle shall have the load covered with a tarpaulin or securely fastened with tie downs so as to prevent the blowing or escaping of the load or any part thereof from the vehicle.
   C.   This section shall not apply to work done on any street, alley or other public way under the direction of the city. (Prior code § 19-14)
