It is unlawful for any person to build any fire or place any hot substance upon any paved street, alley, sidewalk or thoroughfare, or any portion thereof. The term "paved street, alley, sidewalk or thoroughfare", is to be construed to include any street, alley, sidewalk or thoroughfare the surface of which is paved or covered with pavement of any kind or character.
