12-1010: DEVELOPMENT PERMITS:
   A.   All persons who intend development of any land shall submit all documentation required by section 12-1012 of this chapter in application for development permit approval, unless granted a waiver thereof from the public works department based upon submittals sufficient to adequately demonstrate that the proposed development shall have no significant impact upon existing drainage facilities or conditions.
   B.   Application to subdivision review:
      1.   Preliminary plats and improvement plans submitted in conjunction with subdivision applications shall be accompanied by or incorporate the documentation required in section 12-1012 of this chapter;
      2.   Final plats submitted for review and approval shall include or be accompanied by the following documents:
         a.   Minimum finished floor elevations not less than one foot (1') above the base flood elevation for each lot or parcel within the subdivision;
         b.   All required dedications of drainage easements or rights of way;
         c.   As built plans showing all drainage system improvements or construction; and
         d.   Certification of the engineer preparing the drainage system improvement plans that such improvements have been installed in accordance with the approved plans therefor;
      3.   In the instance that all improvements have not been completed, prior to the request for release of the final plat, the application shall be accompanied by a performance bond or other surety sufficient to guarantee the completion thereof.
   C.   The documentation required in section 12-1012 of this chapter shall be submitted in conjunction with or prior to application for building or other permits. Development not requiring a permit under provisions of other ordinances shall submit the required documentation to the public works department of the city. (Ord. 1387, 1-30-1996)
