A. It shall be the responsibility of the city to:
1. Develop and implement a drainage master plan or plans to encompass existing drainage problems and foreseeable drainage burdens caused by future development, provided that the absence of such a drainage master plan shall not invalidate other requirements of this chapter;
2. Maintain and repair drainage channels and their slopes when located within or upon rights of way dedicated to the city;
3. Maintain and repair floodway and flood fringe areas that are within dedicated public areas, rights of way, park lands, or publicly owned developments;
4. Maintain and repair drainage system components within publicly dedicated drainage easements and rights of way, exclusive of minor maintenance as set forth in section 12-1009 of this chapter;
5. Develop and implement standards and specifications required to clearly and accurately interpret the physical requirements of this chapter;
6. Require minimum finish floor elevations or floodproofing to an elevation of at least one foot (1') above the base flood as a condition of building permits within developments or subdivisions approved under the terms of this chapter; and
7. Comply with the provisions of this chapter in the design and construction of public improvements. (Ord. 1387, 1-30-1996)
