A. The following activities are specifically exempted from the requirements of this chapter:
1. Home gardening or other minor clearing or excavation work not incident to a change in the use of the land;
2. Emergency repairs necessary for the preservation of life, health or property;
3. Routine maintenance or repair work on public or private roads and rights of way or utility easements and rights of way; or
4. Construction of, or additions to, single-family, two-family and accessory residential buildings, provided there is no encroachment upon drainage easements or modification of approved drainage system elements and construction is elevated or floodproofed in accordance with the terms of this chapter.
