The provisions of this chapter are considered reasonable and appropriate for regulatory purposes with respect to provision of stormwater and drainage system improvements. This does not imply that compliance with the provisions herein shall relieve any person or persons of any duty or responsibility imposed by law. Neither shall this chapter create liability on the part of the city or any officer or employee thereof for any flood damages that result from reliance on this chapter or any administrative decision lawfully made thereunder.
