Owners of properties in predominantly developed areas which are not served by adequate public water or sanitary sewage systems may request the city/authority to assist in extension of such utilities. Minor extensions under these provisions shall generally be of less than one thousand feet (1,000') in length and shall not include extensions required as a condition of subdivision plat approval.
