Where the applicant for major trunk extension participation proposes construction of the facility in conjunction with additional improvements necessary to serve the applicant's property or development, the contract for participation may provide that city/authority participation be limited to the provision of materials. In such instance the contract shall provide that the applicant shall secure the construction of the facility, in accordance with approved plans and specifications, upon city/authority provision of materials in accordance with an itemized bill of materials which shall be an exhibit attached to the contract for participation.
