Where the applicant for excess capacity facility participation proposes construction in conjunction with additional facilities necessary to serve the applicant's property or development, the contract for participation may provide that city/authority participation may be limited to the provision of materials. In such instance the contract shall provide that the applicant shall secure the construction of the excess capacity facility, in accordance with approved plans and specifications, upon city/authority provision of materials in accordance with an itemized bill of materials which shall be an exhibit attached to the contract for participation.
