The telecommunications commission shall identify, review and assess the telecommunication needs for the city. The commission shall become familiar with federal and state rules, regulations and laws which govern telecommunications. In addition, the commission shall monitor those individuals, companies, partnerships or corporations which are grantees named in a nonexclusive cable franchise or permit to ensure compliance with the franchise or permit. The commission shall make recommendations to the city council on all matters dealing with telecommunications such as, but not limited to, control, maintenance, improvements, operations, compliance with permits, rates as permitted by law and renewal of existing permits.
