The owner of two (2) or more burial spaces on each side of an east-west alley may purchase the alley separating such spaces in order to incorporate the alley into a unified plot where the cemetery superintendent finds that the alley is not necessary for the operation or maintenance of the cemetery. Upon approval of the cemetery superintendent, the alley shall be designated as the next higher space number for the block adjacent thereto, for record purposes and the deed shall include reference to the former alley between the two (2) adjacent lots.
