The city treasurer shall maintain in that office a plat of all cemetery lots, plots and spaces, which plat shall be kept current at all times and shall show the lots, plots and spaces. He shall receive the proceeds from the sale of any lot, plot or space and submit a report to the council. He shall maintain a record showing the names of persons entitled to deeds to lots or plots, which record must show the treasurer's receipt for the full amount due to the city as shown by the record. Upon payment of the consideration for lots and plots as established by council, the mayor shall execute a deed to be duly attested by the city clerk to the purchaser of the lot or plot.
