10-310: LOUD NOISE OR MUSIC, PERMIT:
It is unlawful and an offense against the city for any person, firm or corporation, either as principal, agent or employee, to play, use or operate for advertising purposes, or for any other purpose whatsoever, except fixed installations in churches, consisting of church chimes, on, above or upon the public streets, alleys or thoroughfares in the city, any device known as a sound truck, loudspeaker or sound amplifier, radio or phonograph with a loudspeaker or sound amplifier or any instrument known as a calliope or any other instrument of any kind or character which emits therefrom any unreasonable loud and raucous noises and is attached to, in, above and upon any buildings, or vehicle operated or standing upon the streets or public places without first having procured from the chief of police of the city a written permit. The chief of police in granting his written permit to any person, firm or corporation, shall be controlled, and take into consideration the period of time, place, use and purpose, volume of sound, the comfort, safety, convenience, quietude and tranquility of the residents of the city.
