It is unlawful for any person to hold or attempt to hold, or to conduct or attempt to conduct, or to aid or abet in holding or conducting, any public speaking, meeting or gathering of any kind whatsoever upon any street within the city or upon the parking or sidewalks adjacent thereto, except pursuant to a permit issued by the city.
