Any person, who engages in any business, profession, trade, or occupation, or exercises any privilege, for which a license or permit is required by this part, without a valid license or permit as hereby required, or who violates any provision of this part, is guilty of an offense against the city, and upon conviction thereof shall be punished as provided in section 1-108 of this code.
