The city manager may accomplish the cleaning and mowing of trash and weeds by force account or private contract, and he is authorized to execute contracts in furtherance of the same. If done on a private contract basis, the contract shall be awarded to the lowest and best bidder according to such rules and regulations as the city council may prescribe. (Ord. 1746, 12-8-2015)
