A. Where by reasons of exceptional topographic, hydrologic, or other physical features, the strict compliance with the standards prescribed herein shall be inappropriate, the developer may submit a written request for a variance in these improvement standards;
B. Any request for a variance in these improvement standards shall be submitted to the city engineer and shall specify the conditions necessitating such request and the proposed alternative improvement;
C. Upon adequate review, the city engineer shall make a report and recommendation on the requested variance. Such report shall be submitted to the planning commission for recommendation to the city council; and
D. The planning commission's recommendation and the engineer's report shall be transmitted to the city council, for final action. Any council action to approve such a request shall specify the nature and extent of the variance and the nature and type of improvements to be provided by the developer. (Res. 901, 5-10-1977)
