Any person who develops or subdivides any residential, multi- family dwellings, commercial, industrial or institutional property within the scope of the subdivision regulations of the Duncan-Stephens County planning commission, as adopted by the city, shall provide and install the required public improvements in accordance with the standards and specifications enumerated herein.
