Any person desiring to transmit from a satellite or dish television antenna shall make application to the city, for a permit for transmission; such application shall be made to the clerk of the city, which permit will require approval by the council of the city, and will be subject to all rules, regulations and charges now required under this city's nonexclusive permit for the operation of cablevision in the city, as contained in the ordinances of the city.
