Persons desiring to permit use of the satellite television or dish antenna other than the owner or occupant of the property on which the satellite is located shall obtain a permit and pay a fee in conformance with the fee required from the holder of the nonexclusive permit to cablevision of the city as set forth in the cablevision permit contained in the ordinances of this city.
