It shall be unlawful for the owner of any dog or cat to keep or maintain the dog or cat on a leash, rope, chain, or similar tether; unless the dog or cat is under continuous supervision by the owner, or other adult responsible for the animal. (Ord. 1510, 8-8-2000; amd. Ord. 1837, 12-13-2022)
