Failure to comply with the provisions of the flood hazard area development regulations shall be an offense against the city, the same as if the regulations were adopted and codified in whole within this part. Each day in which any person, firm or corporation maintains any development, in violation of the flood hazard area development regulations, shall be deemed a separate offense subject to a fine as provided in section 1-108 of this code.
