The boundaries of this district are hereby established as those of the floodways and 100-year floodplains established in exhibits 3 and 4 of the flood insurance study for the city, as furnished by the federal insurance administration, and subsequent amendments thereto, which are hereby made a part of this chapter by reference and shall have the same force and effect as the zoning districts map.
