12-232: USES PERMITTED ON REVIEW:
The following uses may be permitted on review in accordance with provisions contained in this part:
Any use permitted on review in an R-2 two-family residential district.
Adult daycare center:
   A.   An adult daycare center shall meet all building and life safety codes applicable for an IBC A-4 use group classification.
   B.   The building's exterior shall harmonize with the character of the neighborhood.
   C.   An adult daycare center for more than seven (7) adults shall be on a site of at least ten thousand (10,000) square feet and shall maintain a sightproof fence, wall or dense evergreen hedge having a height of six feet (6').
   D.   Requests for such facilities shall provide the following:
      1.   Development plan showing layout of the operation.
      2.   A traffic impact analysis (TIA) study if required by the city engineer. If a TIA is required it shall be submitted in a form acceptable to the city engineer.
      3.   A written statement shall be included on the application for a use permitted on review declaring the intended hours of operation of the facility expressed in opening and closing hours. Additionally, the maximum number of adults the facility is licensed for, as determined by the Oklahoma department of human services shall be shown on the application as part of the review.
   E.   Minimum parking spaces required: 1.5 per FTE employee.
   F.   There shall be no sign other than one nonilluminated nameplate not more than four (4) square feet in area attached to the main dwelling in a residential zoning district.
An off street parking lot associated with a commercial use as required under the provisions of this part.
Institutions of a religious, educational or philanthropic nature.
Medical facility.
Office business conducted principally by the inhabitants of a dwelling which is clearly incidental to and secondary to its use for dwelling purposes and provided that:
   A.   No merchandise is displayed or stock maintained for sale;
   B.   Office area shall not exceed twenty five percent (25%) of the floor area of the main building;
   C.   Off street parking shall be provided entirely within the side or rear yard and fully screened from adjacent streets and properties; and
   D.   Not more than one nonilluminated sign not exceeding eight (8) square feet in area shall be permitted; and, such further requirements to protect the residential character of the site and surrounding properties as determined by the board of adjustment.
Private clubs, sororities, fraternities, and lodges, excepting those the chief activity of which is a service customarily carried on as a business.
