The annual fee to operate the business of wholesaler, distributor or manufacturer of any and all preparations of every kind, character and nature, whether carbonated or not, commonly known as soft drinks, including beve, pablo, milo, moxie, ginger ale, near beer, coca cola, grape juice, fruit juices and pop, shall be fifty dollars ($50.00); and on every retailer of any of the above products, shall be two dollars ($2.00); provided, however, that this section shall not be construed as requiring a license of any person engaged in the wholesale or retail grocery business, who sells, as an incident thereof, canned or bottled fruit juices as herein defined.
