The annual license fee to keep or maintain a skating rink for public use in the City shall be twenty-five dollars ($25.00); provided, however, that if such skating rink be kept or maintained outside of, but within one mile of the corporation limits, of the City, the license fee shall be the same as if such skating rink where located within the City.
