(a) A licensee under this article shall have the right to transfer his license to another person provided he shall:
(1) Obtain written permission from the License Officer for such transfer.
(2) Execute the transfer in the form and under the conditions required by law and as prescribed by the License Officer.
(3) Promptly surrender any license certificate and, when required by the License Officer, all licensing insignia.
(b) The License Officer shall collect a transfer fee of fifty cents ($ .50), from the transferee prior to the issuance of the new license.
