§ 95.05 PERMITTING STANDARDS.
   (A)   Security and safety.
      (1)   In consultation with the Town of Duck Police Department, the applicant shall develop and submit for approval a plan to address crowd control during the event. A minimum of two paid security/law enforcement officers to monitor crowd control shall be provided for events anticipated to generate between 500 and 1,000 persons and for every anticipated 1,000 persons thereafter. The Town of Duck Police shall have the authority to determine the anticipated number of persons in attendance. Additionally, the Town of Duck Police Department may require that law enforcement be provided to monitor crowd control during the event.
      (2)   In consultation with the Town of Duck Fire Marshal and Building Inspector, the applicant shall develop and submit for approval a plan to address all fire and life safety concerns and the provisions of the Standard Fire Prevention Code.
   (B)   Traffic circulation and parking.
      (1)   The applicant shall develop and submit for approval an adequate plan for traffic circulation and control, including provisions for emergency vehicle access before, during and after the event, for each day of the event. The adequacy of the plan shall be determined by the Town of Duck Fire and Police Departments. The Town of Duck Police Department shall have the authority to determine whether law enforcement personnel are needed to regulate traffic associated with the event.
      (2)   A plan to adequately address anticipated parking demands shall be developed and submitted for approval. Parking along the shoulder of NC 12 or on the Duck Trail is prohibited. Vehicles shall not be parked in any manner that would create a traffic hazard as determined by the Town of Duck Police Department.
   (C)   Toilet facilities. Adequate toilet facilities shall be provided. A minimum of ten toilet facilities shall be provided or available to serve an anticipated attendance of 500 people. In addition, two toilet facilities shall be provided or available for each additional 250 people anticipated to attend. The town may approve variations from these standards based on the length of the event, the spatial characteristics of the event, or other factors or considerations.
   (D)   Solid waste disposal. It shall be the responsibility of the applicant to provide for the collection of solid waste and litter. Separate containers shall be provided for the collection of recyclable materials. All solid waste, litter and recyclable materials shall be removed from the site within 24 hours following the event. For multiple day events, the grounds shall be maintained during each day of the event with no on-site accumulations which would create a nuisance or pose a health hazard.
   (E)   Electrical hookups. All electrical wiring must be installed in compliance with the provisions of the currently adopted National Electric Code.
   (F)   Temporary structures. 
      (1)   All tents and other temporary structures shall be erected in compliance with the provisions of the Standard Building Code and Standard Fire Prevention Code and shall obtain a building permit for each structure, as applicable.
      (2)   No tent, or other temporary structure, shall be situated in such a manner that it could create a traffic hazard.
   (G)   Site conditions. Sites shall be kept in a clean and orderly manner at all times during the event. There shall be no permanent alteration of sites as part of a special event.
   (H)   Noise/amplified sound. For events involving the use of amplified sound, hours of operation shall not begin before 10:00 a.m. nor extend beyond 10:00 p.m.
