Recognizing that special events enhance the quality of life for residents and visitors alike, and to provide substantial economic benefits related to tourism development, it is the purpose of this chapter to establish a structured process for permitting outdoor special events that occupy, impact or consume public resources as a result of the congregation of people. This chapter is intended to ensure that the town will have adequate advance notice of a proposed special event and that the organizers of the event shall be required to plan for the event to ensure that use of town services, such as security, sanitation and traffic control, are properly coordinated. This chapter is also intended to ensure that the health, safety, and welfare of event attendees is maintained for the duration of the event by planning for proper occupancy and life safety at event facilities, safe pedestrian and vehicular egress to and within the event facility, sufficient restroom facilities, and disposal of solid waste and recyclable materials. Lastly, given the close proximity of residential and commercial areas within the town, this chapter is designed to regulate the frequency, duration, intensity, time, place and manner in which events are held to promote the compatibility between land uses within the town.
