(A) In the event that a commercial establishment generates more refuse than can be handled by 2 rollout carts, that establishment may be required after notification to provide a suitable bulk container loading pad, and a bulk container.
(B) The town is authorized to determine when a bulk container is unserviceable and may discontinue service for the same after proper notification.
