§ 31.31 PUBLIC ADDRESS TO BOARD.
   (A)   The Council shall provide time at each meeting for anyone to address the Council on any matter not on the agenda for public hearing at that meeting.
   (B)   The Mayor may set and enforce appropriate time limits for the comments.
