§ 31.12 OFFICE OF MAYOR.
   (A)   The Mayor shall preside at all meetings of the Council and may vote in all cases and make motions.
   (B)   A member must be recognized by the Mayor in order to address the Council. The Mayor shall have the power to:
      (1)   Rule motions in or out of order, including the right to rule out of order any motion patently offered for obstructive or dilatory purpose;
      (2)   Determine whether a speaker has gone beyond reasonable standards of courtesy in his or her remarks and entertain and rule on objections from other members on this ground;
      (3)   Entertain and answer questions of parliamentary law or procedure;
      (4)   Call a brief recess at any time; and
      (5)   Adjourn in an emergency.
   (C)   A decision by the presiding officer under divisions (B)(1), (2) or (3) above may be appealed to the Council upon motion by any member. A like motion is in order immediately after a decision under (B)(1), (2) or (3) above is announced and at no other time. The member making the motion need not be recognized by the presiding officer, and the motion if timely made may not be ruled out of order.
